| |  | The Open Registration System (ORS) is a computerized system used as a mechanism to distribute low-cost houses to eligible applicants by registering and assessing applications. |

| |  | The ORS is widely used by each State Government (except Sarawak). |
|
| |  | The ORS is based on three (3) main points, which are continuously open registration, merit-based assessment, and just computerized selection of eligible applicants. |

| |  | The criteria in applying low-cost houses are as follows: |
|
| | | (i) | Citizen of Malaysia aged 18 and above; |
|
| | | (ii) | Household income not exceeding RM2,500; |
|
| | | (iii) | Not owning a house; and |
|
| | | (iv) | Application through the ORS. |
|
| |  | Application through the ORS can be done by filling up the ORS form which can be obtained at: |
|
| | | (i) | Any District Office; |
|
| | | (ii) | The Housing Division under any State Secretary Office; |
|
| | | (iii) | Selangor or Melaka Housing Board; |
|
| | | (iv) | The Ministry of Local Government and Housing of Sabah |
